Melbourne's West: A Housing Development Under Scrutiny
A proposed housing development in Melbourne's west has sparked intense debate among residents, who are urging the state government to reconsider its plans. The 41-hectare site, located on the corner of the Western Ring Road and Ballarat Road in Cairnlea, was initially intended to be a business precinct. The petition, signed by over 2100 people, calls for an indoor multipurpose recreational facility with a pool, parks, and sporting fields to be built alongside a diverse range of housing options. The closest public swimming pools are located in Keilor Downs and Sunshine, which are quite far away and often busy, making accessibility a challenge.
Community advocate Graeme Blore emphasizes the importance of providing meaningful parks, social, recreational, and community facilities. He argues that without these, the development risks becoming another dormitory suburb with little to offer residents. Blore also highlights the potential negative impact of the nearby pubs on the community, especially in the absence of other recreational options.
Sara Roca, a Cairnlea resident, shares her concerns about the development's potential to increase traffic congestion, already a significant issue in the area. She believes that a community facility could be a starting point for addressing the community's needs.
Dr. Weijie Hu, a senior lecturer at Swinburne University specializing in affordable housing research, acknowledges the need for more affordable housing in Melbourne's west. However, he emphasizes the importance of providing adequate facilities, access to public transport, and open spaces to make the neighborhood more livable. Hu also points out the potential link between the lack of social infrastructure and the increased reliance on gambling venues.
The planning minister, Sonya Kilkenny, has been considering a draft plan for the development's first stage. The land could go up for sale as soon as this year, with construction expected to begin in 2027-28. The development will be built in stages, and the number of homes has already been reduced from over 800 to 500 due to community feedback.
Brimbank Council, concerned about the loss of control over the area, has called for more community consultation before any further decisions are made. Mayor Virginia Tachos emphasizes the need to ensure the development meets the community's needs and expectations.
The campaign against the development has gained support, with Paul Hopper, founder of the West Party, becoming involved and paying for advertising. Development Victoria has committed to keeping the community updated as the site is remediated and has pledged to work with the council to build homes alongside a network of open spaces in the west.
Despite the concerns, the Victorian government spokesperson highlights the benefits of the development, stating that it will provide more Victorians with the opportunity to live closer to jobs, schools, transport, and essential services.
